It's not a bug, we primarily use the RWPM with EPUB files right now in the
context of Readium-2.

Since we're using this manifest mostly on a localhost server, we'd rather
include the unique identifier provided in the OPF than the URI to the local
server.
I don't think that in this context, mapping identifier to @id is dangerous
at all, if you look at the RDF output it makes perfect sense to identify
such publications using their ISBN.

That said, the only requirement is to use a URI in there. This means that
you could use it for the WP address as well, this is completely allowed. It
felt a little more natural to me to include the canonical identifier rather
than the WP address in identifier, but this is something that could be
easily tackled if we decide to use RWPM.
