Where to put public comment response

Hello,

I am preparing a response for the comment regarding wasQuoteFrom on the primer (and from re-reading I think it is just a primer editorial issue, and does not affect the CR documents).

Where should I upload this response? I saw that Paul's recent responses were on:
  ResponsesToPublicCommentsCR
but is this just for CR documents, or also the primer? Or should I use the page we used for earlier responses?
