The case against "mention"

I have just posted to public-prov-comments my case for dropping "mention" from 
the specs.

I hope this doesn't come as a surprise: it is what I think we agreed with our 
consensus to publish the last call drafts with the feature marked "at risk".  As 
I've taken this route, I should probably recuse myself from WG discussions 
unless there are specific points of clarification that you wish to ask;  i.e. 
for the purpose of ongoing discussion of this point (including voting) I shall 
try to act as being outside the WG unless specifically invited otherwise.
