Report on PAQ TF for telecon

All,

Unfortunately, both Yogesh and I will be unable to attend this week's
telecon. Instead, we provide a final written report on the access and
query TF ahead of F2F1:

We realise that we need a task force document for the F2F1 now, to
allow people time to read it properly in advance. You should use the
current document on the Wiki for this.

We've generalised the scope, as promised in the last telecon, to be
inclusive of all the proposals.

We've added a section on Initial Points for Decision containing the 5
points I suggested on the mailing list. If others have some more
points to suggest, we can add them.

We haven't touched the comments on the proposals, but it would be very
helpful if those who made comments could return to the page and, for
each comment you made, check that (a) it is clear who the comment is
made by, and (b) it is comprehensible to the WG as a whole (not just
who you are replying to).

Any final comments on the page are welcome. Otherwise, see you in Boston!
