Plan for Prov-aq going forward

Hi All,

Here's an outline of a plan for prov-aq going to the next working draft.

1) Address the issue of how to advertise where to find the provenance of 
an entity especially if it's to be found within a provenance-service 
(ISSUE-181, ISSUE-175, ISSUE- 172, ISSUE-154)

2) Revisit the notion of provenance-service to address issues of scale 
from the client side (ISSUE-79). This also has bearing on #1

3) Address the issue of non-http entities (ISSUE-162)

Our goal is to have proposals ready by the 2nd F2F but we'll see.
