I confess to both being strongly supportive of what you say, but unable to work out how to make it work overall.

There are elements of evergreen that are related to this:
* tag your issues and pull requests with x-functional tags either pro-actively or on request (or by the x-func group themselves if they file the issue)
* tag your issue with something that causes a summary report to flag it as unresolved, if too much time passes

This proposal (traffic lights at the transition stages) was addressing the transition points of the Rec. track, where I feel x-func review is insufficiently visible, but I am wildly in favor of improving visibility in other places as well, and on getting earlier and incremental review (we need both-and, I feel).
