The W3C System Applications WG is chartered to work on Bluetooth APIs as 
part of its phase 2 work items. This hasn't started yet, and is likely 
to be deferred to when the group is rechartered.  There are the 
traditional uses of Bluetooth and the new ones based upon Bluetooth Low 
Energy (BLE), part of the Bluetooth 4.0 specification.
