ENISA has released a new report - Privacy Considerations of Online Behavioural Tracking

http://www.enisa.europa.eu/activities/identity-and-trust/library/deliverables/privacy-considerations-of-online-behavioural-tracking

Recommendations:

1. Focus on tracking, not Online Behavioural Advertising (OBA)
2. Elicit more meaningful privacy policies
3. Develop easy-to-use tools for transparency and control
4. Develop compliance and monitoring initiatives
5. Develop anti-tracking initiatives for Mobile Apps
6. Promote privacy-by-design

(Note: the report also discusses DNT)
