"CSS Fragmentation Module Level 3" page

I've started to summarise the properties from the current "CSS
Fragmentation Module Level 3" WD on a page on the 'ppl' wiki.  Anyone
willing to make it a crowd of more than one would be welcome to add to it.

I have thus far avoided editorialising or making conclusions about either
spec since I don't yet know where the best place to do that would be:
every wiki page has an associated 'talk' page, which has the advantage
that it keeps the discussion with the thing being discussed but has the
disadvantage that people have to go look at the discussion rather than
have it pushed to them as in email messages such as this.
