POWDER advanced to Proposed Recommendation

The transition of POWDER to Proposed Recommendation has been completed.

At the time of writing, the announcement is the lead story on the W3C 
homepage.

Please note that as well as the 3 Rec Track documents, the primer and 
test suite have also been published in what should be their final form.
