Please see attached a beta XSLT 1.0 to transform from POWDER-Base to
XSLT
 
TODO:
- tagset support
- excluderegex support
 
Known bugs:
- irisets are numbered incorrectly (based on their position within a DR;
rather it needs to be their position within the document)
- <ol> handling not producing correct POWDER-S
 
Any contributions, suggestions, bugfixes are very welcome. I will be
aiming to produce another version towards the end of next week with the
work above added.
