HTTP Link discussion

For the POWDER record, the current state of play wrt. to the HTTP Link 
issue is reflected in a wiki page being maintained by Jonathan Rees of 
Creative Commons and the TAG at 
http://esw.w3.org/topic/FindingResourceDescriptions

I'm trying to ascertain whether the discussion is sufficiently advanced 
to hope for a resolution that will match our timeline.
