Shane,

What exactly do you mean by '@href does not work on <span>'?

 + I can certainly publish the XHTML+RDFa document [1] (O.k. that was an
easy one ;)
 + It validates [2] as XHTML+RDFa
 + The RDF graph is generated as expected [3]

I guess you mean that there is no clickable link, right?
Well, this is for sure :) and nobody would expect it, 
or am I totally wrong here?
