title should say what POWDER is

The title is the most copied bit of text
in a document.
POWDER: Use Cases and Requirements

doesn't suggest that I want to read it unless
I already know what POWDER is.

I see in the abstract:

  Protocol for Web Description Resources (POWDER).

I suggest promoting that to the title.
