[pointerevents] Explicit mention that `pan-x pan-y` is equivalent to `auto`?

Currently, it's implict in the spec language that `touch-action: pan-x
 pan-y` essentially is equivalent to `touch-action: auto` with regards
 to default scroll handling. However, as I just had to delve into 
https://github.com/hammerjs/hammer.js/pull/855 and fix what seems to 
be a misunderstanding of those values, I'm wondering if we want an 
explicit informative note/boxout that says that. Happy to do a PR, but
 wanted to get thoughts here first?
