Agree..but If you look at Michael’s comments here [1], you can also see that unit-of-count perhaps should not be expressed as a part of a constraint, but as a new constraint (on its own).

For example, look at the Duty here [2].
The “every 3 months” constraint is separate, but the “per aircraft” is part of the payAmount constraint.
We could model the “per aircraft” as a count Constraint as well.
