The Ensure Exclusivity LeftOperand in the Common Vocabulary - https://www.w3.org/TR/odrl-vocab/#term-ensureExclusivity - has this Note:

> If used as a Duty, the assignee should be explicitly indicated as the party that is ensuring the exclusivity of the Rule.

But only the assigner can ensure the exclusivity of a (permission) rule as only this party has to right to assign a rule to any assignee party. Therefore the Note should be:

> If used as a Duty, the **assigner** should be explicitly indicated as the party that is ensuring the exclusivity of the Rule.

This also aligns with the definition of ensureExclusivity in the ODRL 2.1 Common Vocabulary - https://www.w3.org/community/odrl/vocab/2.1/#action-ensureExclusivity
