I have just edited the ontology, removing this triple:

` odrl:Offer skos:scopeNote "Non-Normative"@en .`

Set, Agreement and Offer are normative. Ticket, Assertion, Privacy and Request are in the vocab and non-normative. These other 7 sub-classes of Policy are ok, only Offer was wrong.
