OK, I've had a go at this as promised, and there's a pull request to match https://github.com/w3c/poe/pull/207. My approach was to work through the examples in the IM and note where the actions of an evaluator were either implied or expressed, and then tried to codify what it should do. It is not complete, but does, I hope show a possible way forward of the WG agrees with the general approach.
