No, I don't think that it would be correct to use the ODRL Namespace URI to denote the profile. The Namespace URI points to an owl:Ontology/voaf:Vocabulary and that is not the same thing as a profile. My suggestion would rather be something like "http://www.w3.org/profiles/odrl/2/" but of course we cannot just hijack the W3C webserver to implement that.
