Re: [poe] Requirements of Agreement Policies

Some policies only talk about Prohibited actions.
For example:

The key part of an Agreement is the parties (and roles).
That is, at least 2 parties agree to "something".
So, in essence, the functional roles are more important than the "thing".

Perhaps then, we change Permission to "Rule" instead ?

This will also then allow a Duty to be the only Rule in an Agreement.
