RE: 10 - fileFormat is a constraint. If the value of fileFormat is "JPEG" and it constrained the "Transform" permission action, then the outcome of the action is the asset transformed into JPEG (only) format (no matter what its original format). I don't understand why you would have a "file format of the Asset while the Action is exercised" as that is the original format?
