You mean because it is not a JSON Schema, too? I do not know how widespread is the usage of JSON Schema in the JSON developers' community. The fact that (afaik) it is still a moving target is not a good sign. As far as I remember (@azaroth42 ?) we did look at JSON Schemas in the Annotation WG, and wondered whether it was worth defining a separate Schema file. But ended up not doing it.
