I am looking at the survey results and it would appear that the best thing to do would be to split the difference and have the call start at 12:30 Boston time.

This would alot some time for Cynthia, James Craig, and Bryan to get into work and it would allow James Nurthen to catch part of the call every 2 months.  It will also people to attend the HTML5 working group call as it usually only lasts a half hour.
