The short answer is, "Yes, but it's not relevant here." The mention of user style sheets would have been relevant to a new "user-zoom" property on elements (which does not exist), but this "user-zoom" is an existing property on viewports, not elements. 

Sorry for any confusion this caused; I scanned too quickly and misread the spec reference.
