SVG a11y task force

Hi James, David, Mark, Bryan,

The charter for the SVG/PF accessibility task force is up for vote. This is
where we are developing the semantic ontology for graphics as well as the
a11y API mappings and authoring practices.

Your AC reps have not voted for this charter and I believe you all had
expressed interest in this going forward. Would you please ask your
representatives to vote. We need enough votes to get this off the ground
and currently we are short.
