I don't think we have any public documents specifically on web components and accessibility, though there are some public Chrome bugs filed, some public discussions about accessibility on the web components lists, and so on.

Polymer<http://www.polymer-project.org/> is our project that shows off cool widgets you can build using web components. Our main focus right now is trying to make all of those examples accessible.
