New public PFWG mailing list

As part of the transition of the PFWG to more public operations, we have
set up a list with a public archive: this list, public-pfwg@w3.org,
archived at http://lists.w3.org/Archives/Public/public-pfwg/. This is
intended to become the main discussion list for the PFWG. The previous
list w3c-wai-pf@w3.org will continue to exist and group members will
continue to be subscribed to it. However, that list should now be used
only for communications that must be in Member space. This is expected
to be fairly exceptional, so we expect the list to be fairly quiet.

Please update your mail filters and address book entries as appropriate.
