Drop effects seem mutually exclusive

It seems to me that copy, move, reference and popup are mutually  
exclusive. If more than one of the first three effects is available,  
the value that makes sense is popup.

Unless, of course, the spec means that copy, move and reference  
indicate what will be available in the popup, in which case the old  
spec without explicit "popup" made more sense, since the popup could  
be inferred from a multitoken value.

It seems to me that the only effect that makes sense together with  
another (as currently defined) one is execute.
