alerts and focus

Earlier spec text says that focus is 'managed'. Is the above sentence  
meant as a requirement for content (authors should not make scripts  
focus stuff in an alert) or for user agents (make it impossible to  
move the focus to alerts)?

Please define the intended meaning in detail.
