Statement about events very vague

An informative section in ARIA says: "Changing the role on an element  
from its initial value will likely be treated by accessibility API  
events as the removal of the old element and insertion of a new  
element with the new role."

The above sentence implies that the WG hasn't formulated a proper  
processing requirement for the case of a role change. Please formulate  
the processing requirement normatively elsewhere in the document (or  
in a separate document referenced normatively; the Implementation  
Guide is currently referenced informatively) and then informatively  
recount the behavior here.
