Real sites have a disincentive to use banner as defined

banner is defined as:
> A banner is usually defined as the advertisement at the top of a web  
> page. The banner content typically contains the site or company logo  
> and other key advertisements for the site.


Real sites don't want to annotate their "other key advertisements" as  
ads. They don't want people to have an easy way to filter them out.  
Therefore, it seems pointless to provide syntax for annotating ads as  
ads.
