Does the aria spec use RFC 2119 terminology?

It is not clear to me if the aria 1.0 specification is using RFC2119 
terminology. It is not explicitly mentioned, however section 6.2 
highlights the keywords, and their use appears to be consistent with the 
RFC 2119 sense. Presumably this means that the remainder of section 6 
uses the terminology in the same way despite the formatting 
inconsistencies. The situation for rest of the document is less clear.

Suggestion: Use RFC 2119 terminology throughout the document (and add a 
section in the introduction stating it is being used). This will help to 
make the authoring and implementation requirements clearer.
