Explainer Informative sections and new 1.4 section added

Hello everyone.

I am just wondering about this:  This section is non-normative.
To all the sections in the explainer?

Since the explainer is a note document everything should be non-normative so I think this is correct.
Janina/Roy please correct me if I am mistaken.

I have made this change and added Becky’s new
1.4 Technology Comparison Summary
To the Introduction of the explainer.

Let me know if you see any issues as Janina will be asking the APA for a CFC that we publish this Explainer and Module 1 as an updated Working Draft and the requirements document as a FPWD before we go for a Wide review.
