Updated Requirements document

Hello everyone,
I fixed the requirements document you can see the changes at
https://raw.githack.com/w3c/personalization-semantics/master/requirements/

This has the order fixed so not everything falls under Use Cases.

BTW it looks like we have never published a FPWD of this document so I think we should do that as well when we ask for the wide review.  What does everyone else think?
