summary of implementation considerations

Hi Folks



I had a taken an action to write a review of the considorations

I looked at the explainer and i think https://w3c.github.io/personalization-semantics/#vocabulary-implementations does that job very well. (We will need to change the links to the requirements document once we have it.)

Do we feel we need more detail then this?
