Content? or Architecture

It seems to me that much of the solution to this is in two parts.


1) having “simplification” features built into the web site/ web-app   (The responsibility of the author of the content)

 2) having a mechanism in the browser and server to allow user preferences to be passed to the web app so invocation of the features can be done automatically for the user. (This would be a function of the browser and server architecture and technologies)




We are working on part two of this as part of the work on the Global Public Inclusive Infrastructure (GPII).    This uses an open source, standards-based approach to auto personalization.   We are very interested in any way we can help here, and anything here that we should be sure to be compatible with.
