update informations

Dear w3id admin,

I'm considering declaring permanant ID. Before to choose your service 
I'd like to have few information on update processes.

After that the first pull request has been made, I need to modify my 
..htaccess RewriteRule (domain name has changed for example). What are 
the different steps to achieve that? How do you verify that the person 
submiting a pull request for update is the real "owner" of the repository ?
