Update on use of polyfill as implementation experience for exiting CR

Hi Manu,

At Monday's WPWG meeting you asked whether the Digital Bazaar polyfill could be considered an implementation
for the purposes of exiting Candidate Recommendation. I answered “no” and that I did not think this had happened
previously.

I have since checked with W3C staff who manage document transitions and learned that the mere fact of being a
polyfill was not a sufficient reason to exclude it as an implementation for the purpose of exiting CR. I am continuing
my internal discussion to get a better understanding of what other considerations would be appropriate when
considering a polyfill.

For Payment Request API specifically, the group set a strong expectation at the March face-to-face
meeting that CR exit would depend on native browser implementation on both native and mobile.
The group can revisit that question if they wish.

I apologize my error and have added a correction Note to the meeting record.
