Re: Status/Sample PaymentHandler API

Hey Anders,

We've built a sample wallet using this API and tested successfully in
Chrome Canary. You'll need to do some config to enable a few flags but it
works well.

The changes made to the reference Interledger node to support it were done
in this PR: https://github.com/interledgerjs/ilp-kit/pull/433
