i18n-ISSUE-214: Improper use of languageCode

In this section we are trying to get a better understanding of this interface as simply using the language code may not be sufficient to handle the issue of formatting addresses. Did this interface and fields come from another specification or contain fields from multiple specifications? Is this interface currently in use today in another specification? If this interface and fields are being used how and where are they used?
