Mozilla, intent to implement PaymentRequest

Hi WG Members,
I recently sent an intent to implement PaymentRequest in Gecko to dev-platform:

That kicks off our commitment to implement the parts of the spec
listed. Future additions, etc. will require their own "intent to
implement". We didn't receive any objections thus far from the
community - but expect feedback as folks review the spec internally,
and we start trying to implement and interoperate.

We ask the working group to be mindful that an "intent to implement"
on our part is not a signal of spec stability: please expect issues,
suggestions, and possibly breaking changes as we work our way through
the specification. We've already started filing issues on Github.
Expect many many many more 🤑.

For those that want to follow along (and see how the sausage is made),
we will be doing the work here:

We will then send that stuff upstream to Mozilla Central. Note: that
repo is 9GB or more, so caution before cloning it. And building Gecko
is non-trivial, so easier to wait for things to just appear in Firefox
Nightly (will be behind a soon to be determined pref). Having said
that, we are an open source project and our community encourages
contributions, review, etc. from anyone!

We are still in the review/planning phase of the project. We will
create feature branches as we actually start working on stuff... given
xmas, etc... things might be initially a little slow, but stay tuned
and give me a shout if you have questions!
