Re: [webpayments] How are cloud-based payment apps supported? (#16)

While we have turned a lot of focus toward payment apps (and away from payment instruments), I don't know if the rename keeps the same meaning here. Perhaps we want two separate issues, one related to cloud-based payment instruments and another for cloud-based payment apps.
