Payment Method Identifiers

All,

While we were very focused on resolving issues with the API today we must
not forget that we need to fix, probably our least mature WD, the Payment
Method Identifers spec.

There are some key issues to be discussed so please weigh in and where
possible provide your input as concrete proposals.
