Re: [w3c/webpayments] How do we transition users and merchants from the current system to using the new API and apps? (#94)

@adrianhopebailey, the specs have matured, but I don't see anything that specifically relates to adoption. For example there is no facility for a merchant to migrate their cards on file info into a registered payment application. This issue is really saying we should be explicit about our thinking on adoption rather than write a spec and hope it will become adopted.
