[web-payments-browser-api] IRC ping for new commits (#4)

Hey @yoavweiss @marcoscaceres @darobin could one of you either:

1. Make me an admin for this repo, or
2. Add an IRC service to this repo (Settings->IRC) to notify irc.w3.org:6665 #wpwg of commits to this repo (with the long URLs option turned on).
