Re: [paymentrequest] Should well-known identifiers be used for ubiquitous payment methods (#35)

Some of the problems are the same as XML Namespaces. Some points described [here](https://wiki.whatwg.org/wiki/Why_no_namespaces) are relevant. Ian notes some (long, hard to remember) but also inconsistent (end in a slash? casing? https or http? include www.?).

I am reluctantly coming to terms with the fact that we will need to use something that either looks like a URL or that can be consistently mapped to a URL for #34 and in my mind this provides a stronger case for identifiers that are not a URL (which I had originally wanted to avoid).
