While reviewing the Spec, Lorrie noted:

in the table with the anchor #plain_trans

Original is:
CATEGORIES | optional (attribute of data elements) | 
if no: the data element is required [append to data element or category] 
if yes: the data element is optional [append to data element or 

(last line in the table)
