I think that the reason for the <pre> tag is some wiki madness that
prevents us from having a clean included document.  We may be able to
get Sandro to adjust this at this publication stage, but it may have to
be deferred until later.

I don't think that the disucssion about exactly where to put the schema
was completely finished.  Maybe someone knows where it "should" go, and
arrange to have it there at the beginning of the CR phase?
