Oops,

Two missing bits.

1) We need a way to indicate that something is to be expanded. Either  
safe CURIEs (boo), ad hoc safe CURIEs (e.g., <Class IRI="@bjp:Person"/ 
 >) or some non-scheme leading character) or a distinct attribute, or  
"if it's not declared it's an IRI" . I'm tending toward ad hoc.  
<http://www.ietf.org/rfc/rfc3987.txt> says:
		 scheme         = ALPHA *( ALPHA / DIGIT / "+" / "-" / "." )

So, there are a lot of characters that would work fine. @ seems  
reasonable to me. ^ is ok. *. Whatever.

2) We need to detail the expansion model. Which is easy enough. We  
just need to be clear on the empty prefix.
